All bst files that can be found via kpsewhich should show up in the list. That works for me, both with a personal texmf path that I put in TEXINPUTS, and a department wide texmf path set with TEXMFLOCAL. Does kpsewhich heck.bst find the style? If yes, please file a bug report at http://bugzilla.lyx.org. Georg
