Then MiKTeX tries to install a missing LaTeX-package, but can't do this as you don't have admin

MiKTeX installed for all users on your computer or when you have installed it without admin
permissions. (Due to your previous post I guess the latter is the reason.)
To get a full featured running system:
- uninstall LyX completely
- uninstall MiKTeX _completely_ (check the corresponding options in the
uninstaller)
- log in as administrator
- open an internet connection
- reinstall LyX using the complete variant of this installer:

Then everything should work.
