I come to this thread late so perhaps my comment is not appropriate or helpful, in which case I apologize for jumping in. My understanding of caption placement is based on the various article, report, and book classes I've used over the years, and from writing and reading scientific papers in various journals. It seems to be the convention that figure captions are below the figures (even with sub-figures) while table captions are above the tables.
