I can't say that -h works with -v because lzip prints the help as soon as it sees the -h. Therefore -vh works, but -hv does not (it prints the short help). But I have replaced the top line with this:
Lzip - lossless data compressor. Use '-vh' for full help.
But really I don't think the long help is needed at all, that's exactly what man pages are for in the first place.
The long help is needed because the man page is generated from it.
I've also seen in man pages typically the exit codes are documented under their own EXIT STATUS section, so they are easy to find.
I think that having an EXIT STATUS section is a good idea, but I haven't included one in my pages because hep2man does not support it. So I have just added an EXIT STATUS section to the pages of lzip and ddrescue by using the generic mechanism of help2man to start a section (putting "*Exit status*" in a line by itself).
