Hey Guys - Just a quick follow up. I messaged the owner and offered him a fixed amount and he accepted. Although time will tell if I overpaid, I just had to have it. The item was pulled by the seller, it never sold on eBay. Likely someone "convinced" him to pull it. Although it doesn't look to be anything secret, just a portable data collection device, used to field troubleshoot some larger piece of gear.
