First you can disable that warning from MA under settings within the the MA 
suite. the MA settings is different than the phone's settings. I mention that 
because Settings on the phone is where all the action is.
To have speech outside the MA suite, you have to choose a TTS (text to speech) 
engion and set it as the phone's default. Then when you leave MA the phone 
starts using the default TTS engion. Your phone should come with Pico TTS on 
it. you can use that until you download and install one that you like better. 
Or if your phone has TalkBack on it, it has a voice you can use also if you 
like at first.
If you have talkBack and you want to use that to get around your phone outside 
of MA. Go to Settings on your phone. arrow down to accessibility and click. If 
you have talkback on your phone you should see it there. click on it and you'll 
have to click ok. in just a couple of seconds it should startt talking If it 
doesn't you can just arrow up or down and you'll hear the speech. The problem 
is that you probably aren't going to be able to this on your own. You'll 
probably need sighted help to reach accessibility and do what I just told you 
to do. because youdon't have sppech righ now outside of MA. I told you so you 
direct someone to help you get it started.
If you don't yet have tackback on your phone then you'll have to have someone 
help you set PIco as speech for you till you get going. Go to settings on the 
phone. Go to voice input and out put (or something to that effect) it may be 
titled a little different on the phone but you'll recognize it. click and there 
are two options- voice recognition and text to speech. click on text to speech. 
have them go down to Pico TTS and check it. then have them arrow up to where it 
says default speech engion. click there and choose Pico. Once they do that and 
you arrow around you will hear the Pico voice speaking. Now you have speedch 
outside of MA. With that going you can go out to the market and get other 
better TTS program such as SVox voices or Loquendo Susan, or Ivona voices. 
These are probably the best ones right now.
