I think clearing notifications will erase if you haven't changed the
gestures. You went into talkback gestures somehow and may have went to
change one, even if no change, it thinks you did.
that's the best I can think of.

if so a single finger explores the screen, a two finger split up moves
down a list that doesn't fit on a page, a two finger split down moves
you back up, a two finger swipe right turns back a page and a two
finger split right turns the page forward. Double tapping launches
the app your finger is on, a double tap and hold opens a menu or lets
you drag the item to somewhere else on the page or to another page
either left or right. Go into accessibility and turn on allow Google
to download scripts to enhance web page accessibility. from the home
screen, find and double tap the phone icon, tap menu, find and double
tap call settings, find and double tap answer/end calls and double tap
to check both power button to end calls and answer calls using the
home button. Now when in a call, instead of locking the screen, you
can hang up with a press of the power button and when a call comes in,
tapping the home button answers it. a two split finger continuous up
and down, or down and up changes reading modes. Google talk back
gestures to get other talk back gestures to open notifications, read
whole page, etc.
That is basically it, you will be good from there and can explore at
will.
oh, if you haven't already done so, go to system settings and about
phone, check for system updates and take them. Jelly bean is awesome.
