Thanks to a free trial, I can report that the short answer to my question is 
that this app appears to be inaccessible.  When launched, it does not appear in 
the dock or present a menu, and it disappeared when ever I moved focus away.  I 
was able to relaunch Phone Amego by pointing to it and pressing 
command-downarrow.  It seemed possible to configure various devices, however I 
closed all Windows, and now when I attempt to launch, nothing happens.  If I 
use vo-rightArrow I hear the spoken message stating: "phone amego has no 
windows".  I restarted without reopening windows, but this accomplished nothing.

So the bottom line is that it is possible to configure PhoneAmego once, but I 
suspect they used the technique of adding a pulldown menu to which the 
voiceOver authors have determined does not need to be read by VI customers.  
One thing to be said for competing screen readers!!!!
