Unless something has changed, there is no gui front end, but the whole server is configured with two configuration files that are plain text, so configuring and setting it up is as simple as editing a couple text files, then starting the server pointing to those configuration files. And, also, the 3-user limitation is 3 simultaneous users, not 3 total users, so if you only run a small site, where loads of traffic isn't a problem, it may work just fine for your purposes.
