I also have hearing impairment and find the setting by which the first time
you hear a character when cursoring over it Voiceover will firstly say it
normally, but if you wait a second it will repeat it phonetically very
useful. You only get the phonetic version of the letter if you pause so This
is very useful when checking spellings as I do not always need the whole
word spelt phonetically, but may occasionally struggle to hear a  particular
letter. I do not know of any other screen reader which has this flexibility.

Hello Paul,

I don't know of any way to examine the clipboard, but you can usually read
word-by-word or spell out words by interacting further with the object.
Also, have you tried VO-w twice to have a word spelt out, or VO-w three
times to have it spelt using the phonetic alphabet.
