No need to set anything up, it's already done. Control option command j and control option shift command j moves to next and previous respectively.

Hello,
Is there any way to set up a VoiceOver hotkey which would read the next/prior control on a web page? I want this to read the next edit box or the next button or the next check box or the next radio button. The WindowEyes screen reader on that other OS had this function which I found very useful particularly for doing web searches or entering data in a web page. I see that Safari has the idea of web spots and land marks but I am not clear what these are and whether they relate in any way to controls. I could use the keyboard commander to define hotkeys for next/prior text field, next/prior button, next/prior check box and so on but that is a lot of hotkeys to remember. A more general find next/prior control would be easier to remember and almost as useful.
Best regards....
