The airport range are wireless routers, not modems. Perhaps there is a way to set up a modem by logging in via Ethernet via an airport express or extreme but I'm not sure about this. The other solution is buying a pre configured modem from an ISP.
Yes, you can get a free app for I devices that gives full control of airport routers and it works well with VoiceOver. If you wanted to be able to put a printer, hard disk etc on your wifi network and a more powerful wifi signal, I would strongly suggest an AirPort Extreme rather than an express. Apple.com have all the specs and more. Danny.
