Hi VoiceOver does not work within your virtual machine. you need your usual assistive tools. But I personally would not recommend Parallels, as it isn't VoiceOver-Friendly at all so you wouldn't be able to configure the interface. Nor would I recommend Boot Camp, as that would be wasteful and tedious because you'd have to keep rebooting the machine when you wanted to switch operating systems. I would recommend VMWare Fusion 5, which is both accessible and reasonably priced. it also will allow you to create dynamic disks which, as long as you take the time to configure it properly, can save you a lot of headaches later. Dynamic disks have advantages and disadvantages. But for most applications you'll find them to be just the job if you set it up right. Personally I always found the default Fusion configuration for a virtual machine to be very poor, and I get better performance from the virtual machines if I take the time and trouble to tweak the configuration before insta ll which save yu having to activate Windows two or three times.
