Chris yes you do. After clicking on the report a problem link a web page should open. Sign in to your Apple Id if prompted then fill out the simple form on there. Then click submit.

Wonder if apps not being accessible with Voiceover has yet been worked into
their policy as a valid excuse for getting a refund, provided you don't
obviously make a habbit of doing it, I spoke to someone in Cupertino who's
name will be left unsaid for curticy sake for them, but anyway, he or she
told me very very directly that they were going to start working on getting
that in their list for valid refunds.  That would be good if they do.

has been confirmed but how long then does it take before this is
