Sorry about, this. I did draft up a partial reply about phonetic symbols now being spoken by VoiceOver under iOS 7 last fall, but I didn't mean to send it out now. However, this is one of the features that I've noticed under iOS 7, along with more symbols in general being recognized by VoiceOver. Pronunciation symbols for phonetic characters have been read out under dictionary entries.
