Hello Chris, With Wrap to Page set, the text is displayed one page at a time with a fixed width and height. You can look in TextEdit preferences to see how many characters wide a page is, and how many lines long. If you press Cmd-Shift-p, you can see which paper size is being used.
Wrap to window allows the displayed text to be as wide as the window and the text scrolls down as you go through it. This is probably why Page down and page up don’t work when wrap to window is set.
