It is completely accessible.  After file volt is on you must hit command-f5 
every time you reboot your computer.  After you do that you will hear 1 beep.  
This means you enter your username then hit return.  You will then hear 2 
beeps.  Type your password and hit return.  If you entered everything correctly 
you will hear 3 beeps and be logged into your account.  I use file volt with no 
problems.  You will not have any speech while you enter your username and 
password.
