I had no performance  issues upgrading from Lion to Mountain Lion and did
not have to do a clean install  then so you, on that basis, may be OK.
I think it is difficult to be definitive. I have heard people who have
upgraded from Snow Leopard to Lion, Mountain Lion, and finally Mavericks and
report no need for a clean install and no issues. I have also equally heard
of people slowing up just after a single upgrade to Mavericks to Mountain
Lion.
What I did in the end was upgrade first, and then when I was unhappy with
this did a clean install. You could similarly try an upgrade first as you
could always do a clean install afterwards if you are affected by
performance issues.
