OK I have tried changing    to list view and it makes no difference. Every time 
I open  a Finder window it closes any other Finder Window with the exception of 
any windows specifically created with the open in new window command.
Clearly you are expected to work with Tabs now. I In an earlier version of 
mavericks I was able to have multiple Finder windows open but no longer.

I guess I have to go back and re-enable open in tabs and see if I can learn to 
find nan equivalent to window   -  chooser , perhaps tab chooser? functionality 
inVoiceover
