As others have said, it all comes down to what you can cope with. As a
5C, your phone itself will handle the update just fine without any
real issues with sluggishness. I have not really seen any issues of
note with SMS. Email is a bit buggy. I have had issues where I double
tap on the reply button and it actually activates the compose button.
There are also lagging issues if you use the minimize draft option to
save a draft while you look for something else. VO doesn't necessarily
like this feature. Another thing to get used to: if you are using a
Gmail account like I am, you now need to swipe down to archive, like
in iOs 6. If you swipe up, you get a delete option, which is helpful,
but if you archive everything like I do, it just takes some getting
used to.
     As far as the weather app goes, it's really nice in iOs 8. The
only problem that I have seen with it is that the widget doesn't
always appear in notification center like it should.
Other than that, it will just be a personal decision for you. These
bugs are a minor annoyance to me and I cope with them fine. VoiceOver
likes to restart itself or freeze altogether at points, but it can be
easily dealt with. I have seen no real differences in Safari. The most
obnoxious bug for me is the sticky phone keypad buttons. I hope this
helps.  Version 8.1 should be coming soon, so we'll see what that
fixes.
