OK, you’re inserting a section and not a section break. By default, that means 
adding a section at the end of the document. If you insert a section break 
instead, you can then redefine the part of the document that comes after the 
section break.

I think you must have created that short cut yourself at some time, as it isn’t 
in my version of Pages.

Also, when creating a template, I always save it first to a folder in my 
Documents folder so that I can put it on another computer or share it with 
someone else. Of course, I have to add it to my templates before I can use it, 
but at least that way it isn’t hidden from me.
