VoiceOver is reading footnotes for me too. I could not, however, find a way to insert an endnote.
I am running Pages version 5.5 (2109). I did just get a message that an update is available, but now I’m worried that you might have the updated version, Sarah. I don’t want to lose access to footnotes. What version of Pages are you running, Sarah?
