In my province (via SaskTel), the bad (massive unpaid long distance 
bills) and the very bad (no credit history, no money for a deposit, or a 
history of unpaid bills) can get "restricted" phone service. This may 
involve either no long distance dialout or even no dialout service, 
depending on exactly how terrible the customer may be. However, in each 
case, a telephone with a dial tone and full 911, 411 and 0 service is 
provided, and any incoming call is accepted. It is also possible to make 
any type of call with the store-bought phone cards on all these 
restricted phones. All payphones will allow 911 and 0 calls without 
restrictions or payment. Naturally, all cellphones can dial 911 without 
restriction (as elsewhere).
