G3 AIO running OS9.2.2 544MMB RAM VM turned ON

Printing from within Eudora and now PDF files in this case 23 pages 
refuse to print.
I'm told that there's not enough memory and to quit other apps. I 
have lots of RAM to spare and it refuses to print no matter if other 
apps are running or not.
I have steadily increased the memory allocation to the desktop 
printmonitor and printmonitor apps contained within my extension 
folder to a current 2000K (!!??).
Still no luck.

I'm stumped and unsure what to try next. Any suggestions.
