OK, assuming the actual speed over the long run is about the same then the speed of a new install will be greater. The same would be true reinstalling the same OS.

As for the speed increase I'm seeing, you may not see as dramatic effect on your faster computers, but on my older PowerBook, the increase in response time is well beyond wishful thinking. And no, I can think of some OSes that were significantly slower than their predecessors - System 7.6 and OS X 10.1 springs to mind.
