I just called their phone line and asked for tech support. I didn't
speak to an actual tech support person but I did get him to pass on my
explanation (the problem is likely due to JavaScript).

I couldn't get it to work on Safari 2.0.2 and FireFox 1.5 under Mac OS
X 10.4.3, but it would work with IE 5.2.3.

However, now I hope I didn't send them off on a wild goose chase!!!

I just fired up an X windows session (logged into my YellowDogLinux
server via the network) and Mozilla 1.7.3 (build 2004/12/07) DOES
download the PDF if I turn off "block pop-up windows".

Mozilla 1.7.3 uses an earlier version of the same display engine that
FireFox 1.5 does so this suggests that the problem may actually lie
with how FF 1.5 and Safari implement it. I'll see if Netscape 7.2
works...

Eric.
