So you downloaded both the PC disk image and the Mac disk image files? You have to use Disk Copy 6.3.3 to Make a Floppy with the PC image then pop the real disk into the Mac's floppy drive _then_ fire up the PC card. You'll also need Apple's PC Exchange (included with System 7 through Mac OS 8.1) or File Exchange (Mac OS 8.5 through 9.2.2) so it won't spit the DOS boot floppy out. You'll also want to write protect the floppy so the Mac won't write the folders for Desktop and Trash info to it.
Once booted off that floppy, you can FDISK and FORMAT and SYS the PC drive image so it can be booted from and Windows installed. Instructions for all that are in many places online.

None of the PC Compatibility card image files from Apple are bootable. The first one is the drivers/clipboard on the Mac side, the second one is the DOS/Win drivers on the PC side.
