Barely. I'd go for a bottom end Tonka iBook, personally, Then the problem is the 800 x 600 display.
But AFAIK, G3 PBs can't run 10.3.7.
I think you have to raise your budget for decent 10.x performance; I'd take a 400MHz TiBook or 500MHz IceBook as a minimum.
