The G3 "Psimo" runs 10.3 quite nicely. I believe that the Lombard machines will run it as well. Some earlier systems (Wallstreet?) are restricted to 10.2 or below and I believe that the original G3 won't officially run OSX at all.
You can get later versions of OSX to run on unsupported systems using XPostfacto (see http://eshop.macsales.com/OSXCenter/XPostFacto/).
If you want to run Tiger (10.4) you'll officially need a machine with built in firewire (and probably a DVD drive), this rules out all G3 Powerbooks before Psimo and also all but the very last of the Tonka iBooks.
I think you have to raise your budget for decent 10.x performance; I'd take a 400MHz TiBook or 500MHz IceBook as a minimum.
The Psimo is quite decent for running OSX, particularly 10.3. It is worth making sure that you have enough memory though. The 500Mhz variant will certainly be faster than a 500Mhz IceBook (faster system bus, more L2 cache), but the price may not be quite as good and the IceBook is a really nice machine...
