Your biggest choice has to be if you want the large CRT monitor
that comes with the eMac, or if you'd prefer the very small
footprint of a Mini with an LCD screen. Otherwise they're pretty
evenly matched, except for the eMac having a faster full size hard
drive. That said, until recently, Powerbooks used to have the
same speed (4200 rpm) hard drives, and no-one complained about them
too much! The eMac is much easier to upgrade the memory; you'll
have to do the putty knife trick if you want to upgrade the Mini
yourself.
An eMac does have a big fan in the back too, which isn't too noisy,
but it does push a fair amount of air through.
I have a Mac Mini. Even though it has a 4200 rpm drive, I've found
it to be fine, especially after I upgraded the memory to 512Mb. I
just love the form factor, and if my Tivo dies, I can see the Mini
moving under the TV to become a media centre very easily.
Either machine will do you fine for the uses you have for it.
