Just to be sure...do you have OS X on either of these drives that you
rebuilt in 9? If so that could be the problem...You can rebuild the OS 9
desktop on a OS X drive by using classic system preferences and you should
never rebuild a OS X drive like you did in 9...that could be the problem
now.

Safe mode forces a directory check and repair like that in disk utility or
fsck and only loads basic kernel extensions as well as Apple only startup
items.
