As you will see on
http://wiki.services.openoffice.org/wiki/OOoRelease24 the feature and
UI freeze has already passed, thus unless there is some very, very
important reason to make this type of change for 2.4 now.
I don't know if there is already some re-branding to happen for ooo 3.
The art project is the most likely to know. http://marketing.openoffice.org/art/

Okay, then. I suggest that as soon as all icons are made (and should
new style splash-screens accompany?), then they should be included,
even in unstable builds, maybe even for all platforms come the next
version, 2.4.

Having these icons come with all platforms would be nice, however
3.0 is very far in the future, and it is common for cross-platform
programs to have mac-style icons for the Mac version only. So, I
think that it would be fine to include it for the Mac version once
the final stable aqua build of OOo 2.3 is ready.

There won't be a final stable aqua build of 2.3.
We are currently just [quietly] releasing milestones of the Aqua
build. m237 is the latest and is on the way to 2.4. By the time 2.4
is finished QA and released, the development milestones will have
moved on quite a lot.
An Aqua stable will probably be release for 3.0.
