They are not 'translated' according to language, but according to keyboard layout (well, it is what it seems).

E.g. the shortcuts reference state that in the finder, Command+3 switches to "column" view. But with my powerbook, having a french AZERTY keyboard, the '3' key is not directly accessible (because the cyphers row is dedicated to french usual letters such as é, è, ç, à…).

To make a '3' I have to use Shift+". So Command+3 becomes Command +Shift+" ie. Command+Shift+3, which is the shortcut for screenshot. (the key is labeled both 3 and ").

As a consequence, on my computer, the shortcut to switch to "column view" is not Command+3 but Option+Command+3.

Yes, here, Apple makes the big mistake to confound localization and translation: the page is translated but not localized, and this is a non-sense.
