The latter one is the case. OOo 2.1.0 is afaik moved to the archive mirrors and therefore no longer available on the main mirror and the extended mirror network. We should try to find a solution with the distribution/mirror team that fits the need for OOo 2.1.0 for Mac OS X 10.3 aka Panther users. Sadly I don't really know whom to ask but a guess would be Joost on releases mailinglist.
