This is not only our fault. You're right when it comes to older versions but regarding newer versions of OOo 2.x and native 3.x there were simply no users that tested OOo for PowerPC Macs so the PowerPC versions remain "Releases Candidates" as long as there is no QA done and "Release Candidates" can be found either on the extended mirror network of OOo or in the case of Mac OS X versions on the good-day.net mirror. Once a release candidate passes QA we can officially distribute it on our official mirror network. German community e.g. did this and so we have both available Intel and PPC from our main download site. But it seems easier to complain than actually doing QA for PPC.
