Leah, I'd say it's the modem, with all the things you have done to eliminate variables.
My laptop does the same thing. I am not where I can test it right now, but have you reset the PRAM to see if it also might reset the modem? I cannot find an internal modem reset procedure by Google-ing. Maybe someone else has a suggestion. Ward? j.
