I've been holding off, expecting Jerry Freeman 
have a more authoritative answer.

The good news is that since you're going to use 
it on the web, you as you edit, will see on your 
screen what they will see on the web. Using the 
images to print would greatly complicate editing.

I have had and solved this problem, but don't 
recall exactly how. So winging it:

1. scan the picture at a 45 degree angle.
2. scan at normal or higher resolution.
3. Using graphic converter, use picture/median, 
which averages adjacent pixels. You can set it to 
average fractional pixels. Try setting at 0.5.
4. Median will slightly blur the picture (which 
is why you scanned at high resolution). Now, 
rotate the image to vertical, re-size to the size 
and resolution you will use to print.
5. use "un-sharp mask" set to 1 pixel.

You may run into moire.

Does your scanner software have a "descreen" setting? Use it.
Scanning at an angle also helps.
