As I recall from the days before I retired, they were constructed with CAD (computer aided drawing) programs. First you drawing the floor plan with wall thickness and material texture, then establish the floor at level Z = 0. Next you do elevations of the building, placing the doors and windows in the correct location, and (for example) establishing he door height at Z = 7, and the ceiling height at Z = something. Then you call upon the computer to make perspective drawings to check, then you program the virtual tours.

I can do the plans and elevations, but I never got as far as doing virtual tours. From here you need another expert.
