I think I may have not been clear. Port UDP/1194 must already be available on 
your iPhone, or you wouldn’t be able to use OpenVPN anywhere. The JCPS routers 
are likely blocking the port because they don’t want the students to be using 
VPNs inside the school. If the students could use VPNs, then JCPS wouldn’t have 
any control over what they’re looking at.

You might be able to get a VPN in the school by turning off WiFi and doing all 
your network stuff over the LTE cellular connection.
