Based on the error "java.io.FilePermission" in the exception, it appears
that your CFML engine doesn't have the file permissions to read that
file. You'll have to give access to the CFML engine via your operating
system to the Mach-II directory and any other directories. Since this
is a file system issues (and not something to do with Mach-II or your
CFML engine), you'll have to see how to do that for your operating system.

I loaded Mach II to my webroot and followed the tute from Brian
Fitzgerald and got the error from the subject line when I tried to
load my app:
Security: The requested template has been denied access to D:\home
\conquerentertainment.com\wwwroot\MachII\framework\AppLoader.cfc.
The following is the internal exception message: access denied
(java.io.FilePermission D:\home\conquerentertainment.com\wwwroot\MachII
\framework\AppLoader.cfc read)
I tried disabling sandbox security from my host, but no effect. Any
ideas?
