The only thing I can suggest, other than 'Edit it' obviously, is put the file into a proper editor which will show you any windose line ending crap and unprintable charactors etc.

I don't know how the file was produced, but some CAM output is horrible

Alternately this article shows how to show non-printable and other chars using cat

If you redirect to a file you will be able to scan through it more easily (cat -v -A -E -T file.ngc  > raw.txt or similar)
