We don't make the images. It is either because the host or client ( or both ) does not have an X server or the address of it is not forwarded. You cannot run an X gui where the host image is headless with no X-org installed and the client is a windoze box without it either, for example. Some of the ssh defaults changed in Stretch and have to be specifically enabled to work. There is lots of info on the net.
