From the "Explorer" menu select "About Internet Explorer..." and then
click the "Support..." button.  At the bottom of the window you'll see a
list of Plug-ins which IE has found and loaded.  See if Flash and
QuickTime are listed there.
 
Whether the plug-ins work in OW is not an issue...depending on how old
your copy of OW is.  Please make sure you are using IE 5.1 (3408) and
Flash plug-in 5.0r58.
