Although I can see providing access to longdesc and cite via a
contextual menu, it wasn't the intent of the authors of HTML 4 that all
elements and attributes would be supported by a single browser.

HTML is intended to be sufficiently rich to be accessible via multiple
modalities.  For example, a speech browser will have different
capabilities and requirements than a text and graphics browser.  Even in
the text and graphics domain, there are details of scale (wristwatch vs.
JumboTron) and input modalities (pointing device and text input
methods).  And then there's language.  Very few browsers support the dir
attribute and I'm sure that's going to remain the case for a long time.
