I'm using a Quadra 800 as my "fileserver", with ethernet connections 
(mix of cat-5 and thin ethernet...). Copying 1 GB from my iMac to the 
Q800 takes about 2 hours. Or 500MB/hour, 8.5MB/min, 1.35Mbps....
Not screaming fast, but on a 10Bt connection with Appletalk, and lots 
of small files, that's not abnormal.

At this speed, you 31-MB file would transfer in about 3.5 minutes.

Do you see collisions on the hub?
Try disconnecting the other devices, and just keep the 2 computers 
connected. Does that help?
Connect the computers directly (use a cross-cable). Is it still slow?
Are you using good cables. I had an issue the other day, where speed 
in 1 direction was normal, but in the other direction, it was VERY 
slow. It turned out to be a bad cat-5 cable.
