a 10bt network should transfer about 1 megabyte per second, assuming
there isn't other trafic.  the protocol used (i.e. apple talk) shouldn't
slow that down much.  your 31mb file should take about 30 seconds,
certainly less than a minute if there isn't other activity.  on the
other hand, if you have a router rather than a switch i suppose
appletalk could slow things down as it's rather "talkative", appletalk
devices are constantly broadcasting thier existence on the network.  if
this were the case though all transfers should be slowed so i suspect
some sort of hardware problem.  it might be worth the usually voodo of
deleting the finder and file sharing preferences, just in case, it
shouldn't hurt.
