To my knowledge, all the Airport software is available in versions 
for Mac OS 9.1.   My PowerBook Pismo is running on OS 9.1.    And not 
only do I connect to an Airport network from my PowerBook, I 
administer that network from the PowerBook using the AirPort Admin 
Utility software.

That said, I leave the AirPort base station plugged in and connected 
to the internet all the time.   So I rarely need to "turn Air Port 
on".   Even if you disconnect from the internet (e.g. if you're using 
a dial-up ISP), the base station should automatically connect 
whenever you try to use the internet (e.g. use your web browswer or 
send an email).
