That's correct. However, if Cox has implemented some type of anti-connection sharing policy, they may be looking at the x-host headers of the email. If it contains a private address then it has to be behind some type of IP mask (router, natd, ICS, etc), which is a pretty good indication that more than one computer is behind the router's public IP. I'm also aware that hardware firewalls are capable of masking IP's, but they work in much the same way natd does by providing a public address and not passing direct traffic to the client unless it's configured to do so. Also, keep in mind there is a bill currently under review for several states (and a couple that have recently passed) that essentially bans use of any equipment that masks an IP address.
