No, if there are bad twists, or a poor connection, you could end up with 
an iffy cable that allows lots of packet errors.

Also, did your first cable by chance only have 4 wires in it? Some 
cheaper ethernet cables only have 4 wires rather than all 8. This is 
because the 10b-T standard only calls for 4 wires, so its easy to cut 
costs by using such a cable. However, 100b-T won't work with a 4 wire 
cable, it needs a better quality 8 wire cable.

So it is possible, the cable was not allowing a 100 megabit connection, 
and the new cable is. That would be seen as a HUGE speed increase.
