There is a difference between "seeing" and "communicating."

Often my two OS X Macs have been unable to detect my Wallstreet 9.2.2 in
Network, but can connect to the Wallstreet without difficulty by entering
its URL (as shown in the "File Sharing" control panel) into the
"Finder:Go:Connect to Server" dialog box.

At the moment, everything is working as desired, with both OS X Macs able to
see the Wallstreet via Network, so what you want is certainly possible.

My setup:
Comcast > Cable Modem > Airport Extreme > Ethernet hub > all Macs and an
Ethernet printer
My TiBook running Tiger
B&W running Panther
Wallstreet running 9.2.2

The OS X Macs are using DHCP to get their IP Addresses;
For reasons I cannot recall, I set the Wallstreet IP Address manually to a
number (10.0.1.5) in the series which the AirPort was assigning, with
"Enable File Sharing clients to connect over TCP/IP" in the "File Sharing"
control panel
